The purpose of arming Ukraine is in fact not to deter Russia, in which case threatening future actions may have some impact; it’s too late for that. The purpose is to impose serious costs on Russia so that it realizes that its triad of goals – submissive Ukraine, unstable European frontier, and no protracted war – is impossible to achieve.
